LADWP Project to Reduce Coldwater Canyon to One Lane of Traffic
From the DWP:
LOS ANGELES — As part of construction on a major trunk line replacement project, LADWP crews will temporarily reduce Coldwater Canyon Avenue to one lane of traffic in an area just south of Ventura Boulevard, beginning on December 19 and lasting until approximately December 30. During the hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, flaggers will be on-site to coordinate traffic along Coldwater Canyon Avenue, between Van Noord Avenue and Hacienda Drive, allowing one direction of traffic to pass at a time. Each day, after work is completed, LADWP crews will restore Coldwater Canyon Avenue to two lanes of traffic with a single lane in each direction.
Drivers should expect significant delays due to the reduced traffic flow and are strongly encouraged to take alternate routes. In an effort to minimize traffic impacts, LADWP has scheduled the lane reduction to coincide with the reduced traffic flows during Harvard Westlake Upper School’s winter break schedule.
Informational signage has been posted along Coldwater Canyon Avenue for two weeks alerting drivers and area residents of this upcoming lane reduction. In addition, outreach has been done to inform area residents and project stakeholders of the project’s progress and construction impacts through monthly e-mail updates.
During this period of construction, Halkirk Street will remain closed to through traffic at Coldwater Canyon Avenue. Halkirk Street will be accessible to residents from Alcove Avenue, Goodland Avenue and Goodland Place. Harvard Westlake Upper School’s driveway on Coldwater Canyon Avenue will remain accessible to campus visitors during the winter break.
The construction along Coldwater Canyon Avenue is part of the City Trunk Line South – Unit 5 (CTLS-5) Project, which will replace an aging trunk line built in 1914. The new trunk line, consisting of 54-inch and 60-inch diameter pipe and approximately 1.3 miles in length, will improve the reliability and flexibility of LADWP’s water distribution system.
LADWP’s water system includes approximately 500 miles of trunk lines, which are large-diameter pipes that allow large amounts of water to be transported from one area of the city to another as needed. Construction on CTLS-5 began in June 2011 and is expected to be completed in May 2015. Trunk lines are in addition to the over 7,000 miles of water mainline and other pipes that run under the city and provide water 24/7 to Los Angeles.

[Nov. 9: 4 p.m.: The DWP now reports that all lanes on Ventura Boulevard have been restored and the area where the water main burst has a patch of temporary asphalt. The repaving of the ruptured zone will take place within three to four weeks.]
[Nov. 8: 10:20 a.m.: Two lanes on Ventura, one lane in each direction, are now open to traffic. The full stretch between Whitsett and Coldwater may open tonight.]
Just after 8 p.m. Monday night, a 12” cast iron water main ruptured at 12555 Ventura Blvd., near Whitsett and Coldwater Canyon avenues. About 90 commercial customers were affected and the Department of Water and Power shut off the pipes to staunch the flow. At this point, the DWP is reporting that there is “major roadway damage” and Ventura Boulevard remains closed in both directions between Coldwater Canyon and Whitset.
Crews are on scene, as they have been through the night, to control traffic and begin repairs. Currently, there is no time estimate as to when the repairs will be complete. When that information becomes available, we will let you know.
Finally, the DWP is reporting that there is “no property damage or injuries reported and no boil-water notice needed.” That said, DWP claims personnel are on -site to talk with residents or business owners may have claims or questions. Customers may also contact LADWP Claims Division by phone at (213) 367-4600 or by emailing ccenter@ladwp.com.
At this point, 74 residential customers and 21 commercial customers are without water service.

Councilmember Paul Krekorian joined city crews to help apply slurry seal to a Valley Glen neighborhood long in need of street improvements. The crews headed to the intersection of Erwin Street and Laurelgrove Avenue to smooth over the rough streets.
While this project was part of the regular effort by city crews to fix streets, recently, the Office of Councilmember Paul Krekorian did allocated $250,000 in discretionary funds for much needed services exclusively in the Second Council District. These services, mostly completed on the weekends, include grinding down stumps in the public right of way, trimming boulevards with large overgrown trees, patrolling areas known for frequent illegal dumping, using asphalt crews to repair damaged streets and sidewalk gaps, and sweeping neglected streets.

Release: Showcase of Student Films Returns for Second Year, Expands to County
LOS ANGELES – Submissions are now being accepted for the 2nd annual Los Angeles Student Media Festival, the city’s only film festival for high school students, set for March 10, 2012, in North Hollywood. When it premiered earlier this year, the LASMF received more than 100 submissions from high school students who lived or learned in the city of Los Angeles. Now, by popular demand, the LASMF is open to all students who live or attend school in the county of Los Angeles. The festival will take place at the historic El Portal Theatre in the NoHo Arts District.
“Last year’s inaugural Los Angeles Student Media Festival showcased an immense amount of talent; movies that made us laugh, cry and consider a different cinematic vantage point,” Councilmember Paul Krekorian said. “Now, as we continue expanding the LASMF throughout Southern California, I’m eagerly anticipating what’s in store for the young filmmakers of our city and county. City Council Approves Deal for Local Firms Bidding on City Contracts
LOS ANGELES - Mayor Antonio Villaraigosa signed an ordinance today that should help local businesses win city contracts for jobs worth more than $150,000.
The "local preference" ordinance, sponsored by City Councilmen Paul Krekorian and Bernard Parks, shaves 8 percent off the bottom line on bids for city contracts tendered by Los Angeles County-based companies.

Today, Councilmember Paul Krekorian wrote to Governor Jerry Brown, urging him to sign a vital piece of legislation he said could retain thousands of jobs in California. Assembly Bill 1069, an extension of the entertainment production tax incentive he wrote while a member of the Legislature.
"In light of the incentive’s proven record of success in putting Californians back to work," Krekorian wrote. "AB 1069 is vital to the continuing recovery of production in California. Without it, the incentive will expire in 2013 and our gains will evaporate. Just as importantly, failure to pass this important measure would send the wrong signal to California’s heritage industry at precisely the wrong time.

North Hollywood Streetlight Construction Begins Where Fatal Accident Occurred
Councilmember Paul Krekorian and LAUSD Board Member Tamar Galatzan announced today that construction on a streetlight at Laurel Canyon Boulevard and Archwood Street broke ground Tuesday morning – a North Hollywood intersection where 12-year-old Emely Aleman was hit and killed in November 2010. The project was to have begun in 2012, but Krekorian and Galatzan jointly pushed to ensure the project would be done before the 2011-12 school year started.
Krekorian and Galatzan issued a joint statement in which the councilmember said, "This is a bittersweet moment as we remember a life taken from us knowing that this street light will be a testament to the enduring memory of Emely and will help slow down traffic and keep our community safer.” Galatzan added: "The stoplight is an important component in enabling kids to travel to school safely around busy streets in the area."

LOS ANGELES – In his continued bid to support and improve the neighborhood council system throughout Los Angeles, Councilmember Paul Krekorian presented four motions today aimed at increasing accountability and effectiveness, establishing a path to greater self-governance and improving grassroots participation.
The motions come as a result of a year-and-a-half’s worth of research, town halls, public survey responses and Education and Neighborhood Committee meetings in which hundreds of stakeholders, board members and others contributed to a robust dialogue on how best to develop the best path forward for the neighborhood council system.
“After ten years of development, the neighborhood council movement is at a crossroads,” said Councilmember Paul Krekorian, chairman of the Education and Neighborhoods Committee. “Initially, the focus of neighborhood councils was simply to create a system that empowered communities. What followed was an astonishing and inspiring movement in which 93 neighborhood councils sprouted in nearly every corner of Los Angeles, built by dedicated residents who simply wanted a voice in City Hall and wanted more for their neighborhoods.
"I introduced this package of reforms to help chart the course, but not drive the bus. These reforms are by no means limited to my personal vision but are rather the product of tremendous collaboration and will be a starting point in our ongoing conversation to help shape local democracy.”

LOS ANGELES – Today, Omar Armando Loera was sentenced to life in prison without the possibility of parole for his role in the 2010 murder of Valley Village resident and bride-to-be Cheree Osmanhodzic. Councilmember Paul Krekorian, who represents the area and pushed for a $50,000 reward that helped lead to the capture of Loera, issued the following statement:
“Cheree Osmanhodzic’s life was tragically cut short by a senseless act of violence that we now know was perpetrated by Omar Armando Loera. Today, we can say with complete certainty that Loera will never again see the light of day and no longer presents a danger to society.
“Loera’s sentence was made possible by the incredible professionalism of the LAPD detectives – especially Lt. Alan Hamilton and Det. Thomas Townsend and every at the North Hollywood Division – all of whom were relentless in their commitment to solving Cheree’s murder. Their dedication gave us all confidence that justice would be done; their resolve helped a family and a community heal.
“With this sentence, Cheree’s loved ones will avoid the pain and uncertainty of trial, and will achieve a degree of peace that has eluded them since Loera ripped it away nearly a year ago. Cheree’s memory will always be with us and our community’s commitment to preserving the safety of our neighborhoods will always persist.”

L.A. councilman calls for federal probe into homicide suspect's release on bail in Puerto Rico
As the Los Angeles Times reported today, Today, Councilmember Paul Krekorian called on federal authorities to investigate a Puerto Rican judge’s release of Zareh Manjikian, the primary suspect in the 2009 murder of 19-year-old Mike Yepremyan.
After an 18-month investigation in which the LAPD, U.S. Marshals and others tracked Manjikian to Puerto Rico, and took him into custody, Puerto Rican Judge Gloria Maynard released the suspect on $50,000 bond.
The judge took that action despite specific requests by the LAPD and the Los Angeles Superior Court not to release the suspect, and after District Attorney Steve Cooley had requested extradition to Los Angeles. Manjikian has not been seen since.
In response, Councilmember Paul Krekorian today issued a resolution in the Los Angeles City Council calling for a full investigation.

On June 5, the Energy and Environment Committee head a joint meeting with the Board of Water and Power Commissioners to discuss the future of water and power issues in Los Angeles. Those issues included a preliminary discussion on rate changes, the budget of the Department of Water and Power and other pressing topics.
We live-blogged the entire meeting, which officials said was just the start of what promises to be a months-long discussion with the community, civic leaders and others before any rates are approved or changes made that affect Los Angeles.

Councilmember Paul Krekorian introduced a motion Wednesday that provides a one-year extension for pending Solar Incentive Program applications by the Los Angeles Unified School district, which will allow two LAUSD facilities to move forward with plans to install rooftop solar panels.
The motion would allow the facilities to proceed with their application for $4.4 million in rebates to improve efficiency and install renewable technology at John H. Francis Polytechnic High School in Sun Valley and the LAUSD’s Local District 5 Administrative Office.

LOS ANGELES – Councilmember Paul Krekorian, with city officials and tech leaders, announced Wednesday the next generation of Parker, the real-time parking app for iPhones and Android-powered phones in Studio City.
With the next generation Parker app, iPhone and Android users can be alerted to one of 200 open parking spaces and availability of a city parking lot on Ventura Boulevard, between Laurel Canyon Road and Whitsett Avenue, one of the busiest stretches in the San Fernando Valley.
“We are making parking easier and helping people get where they are going faster,” Councilmember Paul Krekorian said. “I’m pleased that Studio City will benefit from this innovation, which can save time and money while reducing pollution and traffic congestion. In my office, we have worked hard to integrate innovative new ideas and technologies to make government more effective and cost-efficient. Our goal is always to keep residents better informed - something that the City and Streetline have achieved with this free app.”

Councilmember Paul Krekorian on Tuesday introduced a motion that allows the city to invest $250,000 of non-General Fund money in McGroarty Arts Center, the largest such investment ever made by the city to the Tujunga-based cultural landmark. Housed in a 90-year-old building, McGroarty serves 7,000 people each year. But its aging infrastructure has led to power outages and a host of problems that have disrupted activities and annually cost the city thousands of dollars to fix.

CD2 Policy: City Crafts Policy to Ease Food Filming Restrictions
It won’t likely revolutionize Hollywood, nor will it heavily impact filming in Southern California. But a piece of legislation the Los Angeles City Council approved Wednesday does aim to lift an important hurdle to ease on-location filming throughout the city.
The motion – included in a tripartite package of film industry reforms the council will eventually consider – is another step in the right direction to ensure the continued growth of a business that fuels the Southern Californian economy, said Councilmember Paul Krekorian, who pushed for, wrote and is aiming to pass the motions.
The first of the three – approved unanimously Wednesday – calls for a review of existing food service contracts to determine how food service costs for film productions can be lowered at city facilities.

Letter from Councilmember Krekorian on the Arrest of Omar Loera
Dear Neighbor:
I have great news. After an exhaustive, three month investigation, the Los Angeles Police Department, Wednesday morning, announced the capture of Omar Armando Loera, the sole suspect in the horrendous murder of Cheree Osmanhodzic in her Valley Village home on July 24.
Police worked exhaustively with authorities throughout California and in Mexico, where Loera was ultimately taken into custody. They went above and beyond the call of duty and demonstrated tireless perseverance and vigilance. Throughout it all, they had the full support of a community who never wavered in its belief Loera would be caught.

Councilmember Paul Krekorian appointed Ayla Stern of Sherman Oaks to the Los Angeles Bicycle Advisory Committee (BAC). Ms. Stern becomes the first woman in at least a decade to serve on the BAC from Council District Two and is the only woman currently serving on the committee.
"Ayla Stern is a dedicated cyclist who has made the often-challenging choice of living in Los Angeles car-free," Councilmember Paul Krekorian said. "Ms. Stern has advocated for improved bicycle access throughout the San Fernando Valley while also working to ensure public safety for women cyclists. She is an effective collaborator with a community-minded approach to policy analysis and a talent for educating the public on bike issues. She will be a great addition to the BAC and a strong and effective voice for the city’s bicyclists.”

When I took office in January, I acknowledged the tremendous challenges facing our city, but vowed that, together, as a community, we would work to weather this storm.
It has been an eventful and gratifying first six months in office. While I am pleased so far with out efforts, I am also very aware of the pressing needs that still face our district and city. Since taking office on January 5, my staff and I have worked tirelessly to increase government accountability and transparency, ensure fiscal responsibility and efficiency, protect public safety, encourage neighborhood empowerment, and make the Second District a better place to live.

Dear Friend,
Thank you for letting me know about your concerns regarding the mural at the Studio City Car Wash.
As you know, the current issue at the car wash is the result of a long series of disputes over the owner’s compliance with applicable laws and regulations.
Initially, the mural at the car wash was classified as a "sign" under the Ventura-Cahuenga Boulevard Corridor Specific Plan. That designation was triggered because a portion of the mural originally contained language advertising the car wash business.
If the mural is considered a sign, as it was then designated, it would be barred by the specific plan which aims to limit visual blight often caused by on-site advertising.
The property owner was therefore required to obtain an exception to the specific plan from the city before putting up the mural, but he failed to do so.
