             <title><![CDATA[Council Approves Budget, Increases City's Fiscal Standing]]></title>

<br>LOS ANGELES - The City Council today approved a $7.7 billion spending plan that increases the city&rsquo;s reserve fund, provides for greater public safety resources and increases vital community programs. The 2013-14 fiscal year budget caps weeks of consideration and debate during hearings of the Budget and Finance Committee led by Councilmember Paul Krekorian.</p>
<p>&ldquo;I am proud of the balanced budget we approved today, but know we still have a lot of work to do in the coming years to ensure our city continues to remain on solid fiscal ground,&rdquo; Councilmember Paul Krekorian said. &ldquo;In this budget, there is more money for street resurfacing, tree trimming and graffiti removal. I am especially pleased that we restored funding for the Senior Meals program, which had been eliminated due to federal cuts. The city&rsquo;s reserve is now the strongest it has been in a decade, and a healthy budget stabilization fund will make future budgets more stable and send a strong signal that Los Angeles is back on strong fiscal ground.&rdquo;</p>
<p>The Mayor now has five days to sign or veto the budget.</p>

<font color="#000000"><strong>LOS ANGELES</strong> &ndash; Councilmember Paul Krekorian, chairman of the Budget &amp; Finance Committee, issued the following statement after Mayor Antonio Villaraigosa released his proposed 2013-14 budget:</font>

<font color="#000000">&ldquo;In the three years that I&rsquo;ve served on the Council, this city has taken significant and difficult steps to reduce a projected billion dollar deficit by 90 percent. Deep departmental cuts, meaningful pension reform and steep reductions in the city's workforce have not been popular steps - but they have been essential in enabling us to close the structural deficit and balance the budget in the most difficult of economic times. Our city is now on a path toward both greater fiscal responsibility and economic recovery and I'm proud of the work that we've done together to create jobs and establish a leaner and more sustainable city budget.<br>  &nbsp;<br>  &ldquo;The proposed budget the Mayor released today appears to be another step in the right direction, but any optimism should be tempered by the reality that we still have much more work to do.&nbsp; Our economic recovery is still slow and fragile, and all of the gains we&rsquo;ve made in reducing the structural deficit could be lost if the city falls back into its old habits. Starting April 30, the Budget and Finance Committee will begin two and a half weeks of lengthy daily hearings, in which we will closely examine every part of the proposed budget and question the managers of every city department. My goal in the committee hearings will be to ensure that the city&rsquo;s budget reflects our residents&rsquo; priorities and values while eliminating the structural deficit for the long term. The people of Los Angeles cannot afford a budget that merely gets the city through another year with short-term fixes, so I look forward to working with my colleagues and the Mayor to maintain fiscal discipline and protect our city&rsquo;s future.&rdquo;&nbsp;&nbsp;</font>

<p>LOS ANGELES &ndash; Councilmember Paul Krekorian released the following statement after NBC announced that The Tonight Show will move from its base in Burbank to New York in 2014. Krekorian is chair of the Budget and Finance Committee in the Los Angeles City Council and, in 2009, authored the state&rsquo;s first successful film and television incentive package.<br>&nbsp;<br>&ldquo;Obviously, it is a great disappointment that The Tonight Show will move back to New York after four decades in Burbank to accommodate its new host. At the same time, it&rsquo;s important to emphasize that NBC made this decision due to the specific circumstances of this show and its host. NBC has personally assured me of the network&rsquo;s continuing commitment to increase production in Southern California, and I will continue working closely with NBC to make certain their promise becomes a reality. The Tonight Show&rsquo;s move east will not dampen our resolve to fight for jobs in Los Angeles and beyond.&rdquo;<br>&nbsp;<br>

<br>LOS ANGELES &ndash; After months of anticipation, 36 teams of student filmmakers will find out Saturday whether their short movie will take the top prize during the 3rd annual Los Angeles Student Media Festival. The filmmakers, who represent a diverse cross section of schools throughout Southern California, will also vie for category-specific awards and other prizes during the only film festival solely for Los Angeles County high school students. The Los Angeles Student Media Festival was created and is annually produced by L.A. Councilmember Paul Krekorian without taxpayer dollars.</p>
<p>The festival received nearly 200 submissions and the final films &ndash; selected by an independent panel &ndash; will be screened during Saturday&rsquo;s event at the El Portal Theatre in the NoHo Arts District, 5269 Lankershim Blvd. This year, the show will begin with an improv comedy group from Harvard-Westlake School called Scene Monkeys and the program will be hosted by Jonathan Weedman.</p>
<p>The schedule for the evening is as follows:</p>
<p>
<strong>4 p.m.:</strong> Box office opens, Chef Rob&eacute;rt Catering gourmet food truck available for patrons;</p>
<p>
<strong>5 p.m.:</strong> Theater opens with red carpet entrance for filmmakers. Video and photography encouraged. Additionally, a free photo booth will be available for self-portraits inside the El Portal Theatre;</p>
<p>
<strong>6 p.m.:</strong> Show begins and is expected to last for about three hours</p>
<p>Please note that <strong>free parking</strong> for festival attendees is available less than a block from the theater, behind the Federal Bar, 5303 Lankershim Blvd., though the parking entrance is on Weddington Street, behind the restaurant. Attendees are asked to keep their parking stub for validation.</p>
<p>Students from throughout Los Angeles County &ndash; from Beverly Hills and Pasadena to Van Nuys and Glendale &ndash; made the final cut from the 175 submissions the festival received. The field was winnowed by a crop of 11 judges who independently reviewed each film. The complete list of judges, which includes Ron Osborn, a screenwriter and former West Wing writer and Alice Walton, a journalist for KPCC, is available at <a href="http://lasmf.lacity.org/JuryPanel/index.htm" target="_blank">lasmf.lacity.org/jurypanel</a>.</p>
<p>This year, the <strong><a href="http://lasmf.lacity.org" target="_blank">Jack Oakie and Victoria Horne Oakie Charitable Foundation</a></strong> is a proud partner of the Los Angeles Student Media Festival, and will present scholarships to qualifying students whose films are identified as the best in each category. Additionally, the film that is chosen for the &ldquo;Best of Show&rdquo; award will receive a $500 scholarship and winning filmmakers will also be treated to a special lunch hosted in their honor at <strong>CBS Studio Center</strong> with <strong>Studio President Michael L. Klausman</strong>.</p>
<p>Winning students will also receive an official commemoration from the city of Los Angeles for their work.</p>

             <description><![CDATA[<p>LOS ANGELES &ndash; A total of 36 submissions from 14 schools made up the final crops of films to be considered for the 3rd annual Los Angeles Student Media Festival as the finalists will now vie for top prizes at the only film festival solely for Los Angeles County high school students. The finalists can be seen at lasmf.lacity.org/news.</p>
<p>"I want to extend my congratulations and thanks to all of the extraordinary artists who submitted entries to the LASMF this year,&rdquo; said Councilmember Paul Krekorian, who created the festival. &ldquo;As is true every year, the films that made the final cut prove that the level of talent and creativity of Southern California's high school students is unparalleled, and I'm thrilled that our festival once again gives them a forum to fully showcase their vision. I have no doubt that among the finalists we are announcing today will be Oscar and Emmy winners of the future, so the March 30 event is a tremendous opportunity for everyone to come and see what the future of cinema holds."</p>
<p>Students throughout Los Angeles County &ndash; from Beverly Hills and Pasadena to Van Nuys and Glendale &ndash; made the final cut from the 175 submissions the festival received. The field was winnowed by a crop of 11 judges who independently reviewed each film. The complete list of judges, which includes Ron Osborn, a screenwriter and former West Wing writer and Alice Walton, a journalist for KPCC, is available at <a href="http://lasmf.lacity.org/jurypanel" target="_blank"><font color="#0000ff">lasmf.lacity.org/jurypanel</font></a>.</p>
<p>The final films will be screened during the March 30 festival at the El Portal Theatre in the NoHo Arts District, 5269 Lankershim Blvd., at 5 p.m. Free tickets will be available shortly via <a href="http://lasmf.lacity.org/" target="_blank"><font color="#0000ff">lasmf.lacity.org</font></a>.&nbsp;&nbsp;</p>
<p>The festival will offer each of its winning films a $500 scholarship sponsored by the Jack Oakie and Victoria Horne Oakie Charitable Foundation. The film that is chosen for the &ldquo;Best of Show&rdquo; award will receive an additional $500 scholarship. Winning filmmakers will also be treated to a special lunch hosted in their honor at CBS Studio Center with Studio President Michael L. Klausman.</p>

             <title><![CDATA[Councilmember Calls on President to Consider Cities in Fiscal Negotiations]]></title>

             <description><![CDATA[<p>LOS ANGELES - Councilmember Paul Krekorian, chairman of the Budget and Finance Committee, wrote to President Barack Obama today asking that he oppose any push to limit or eliminate the tax exemption for municipal bond interest in ongoing fiscal negotiations.</p>
<p>In his letter, the Councilmember wrote, "The City of Los Angeles strongly opposes such an action because it would hamper job creation and place an undue burden on local taxpayers." An increase in interest costs of just one or two percentage points to municipal bonds would result in a sharp rise of tens of millions of dollars annually in additional expenses for the city of Los Angeles.</p>
<p>"Eliminating the tax exemption would not, as many assert, result in wealthy investors paying a larger portion of their income to the Federal government," the letter continued. "It would simply be a transfer of local tax revenues to the Federal government at a time when cities like Los Angeles are already struggling just to provide basic services and to ensure public safety."</p>
<p>Cities throughout the United States, including Los Angeles, rely on bond revenues to fund infrastructure projects, police and fire stations and other quality of life improvements. Municipal bonds also allow cities to comply with state and federally mandated environmental regulations that require significant capital investment.</p>
<p>"Eliminating the tax exemption on such bonds would simply require higher interest rates to compensate purchases for the taxes they will have to pay to the Federal government," Councilmember Krekorian wrote. "As a result, it is not the investors who will be making the sacrifice, it will be local taxpayers who will have to compensate the investors for the additional taxes they will have to pay."</p>
<p>The letter was also sent to the entire California Congressional Delegation, Senate Majority Leader Harry Reid, Senate Minority Leader Mitch McConnell, Speaker of the House John Boehner, Mayor Antonio Villaraigosa, City Council President Herb Wesson and each member of the Los Angeles City Council.</p>

“As this city slowly recovers from the worst of the Great Recession, too many of our families are still impacted by the shortage of good jobs,” Councilmember Paul Krekorian said. “We need to take bold steps to make Los Angeles a place that attracts new business activity, encourages more investment in existing businesses, and creates new jobs that help our middle class expand.  If Los Angeles is going to be restored to its rightful place as the economic capital of the Pacific Rim and the home of innovation and entrepreneurship, we need to make it easier and less costly to do business here, and we need to build a stronger partnership between city government and the private sector to lay the foundation for economic revitalization.  Reform of the city's business tax is vital to that vision.<br>

             <title><![CDATA[L.A. To Consider Ban on High-Capacity Ammo]]></title>

             <description><![CDATA[<p>LOS ANGELES - Councilmember Paul Krekorian today introduced a motion that could lead to a ban on the possession of high-capacity ammunition magazines within the city of Los Angeles.</p>
<p>In his motion, the Councilmember, a member of the Public Safety Committee, referenced both the North Hollywood shootout 16 years ago in which two heavily armed gunmen stormed a local bank and attempted to overpower an outgunned LAPD and the Newtown, Connecticut massacre that took the lives of 26 children and adults. In both instances, a high powered high assault rifle was used.</p>
<p>"While high-capacity magazines are not the cause of gun violence, they do make such tragic cases far more deadly," he said.</p>
<p>Currently, state law bans the sale of high-capacity magazines but not the possession of such clips.</p>
<p>"This gap in the law threatens public safety, because on the streets of Los Angeles, high-capacity magazines pose a daily threat to our citizens and police officers," Councilmember Krekorian said.</p>
<p>The motion by Councilmember Krekorian asks the City Attorney, the Chief Legislative Analyst and the Police Department to report on "the feasibility, effectiveness and benefits of an ordinance to prohibit the possession of high-capacity ammunition magazines within the City of Los Angeles."</p>
<p>The motion will next be heard in the Public Safety Committee before it returns to the full Council for consideration. The motion is attached.</p>

             <title><![CDATA[Less Than Two Weeks Left to Submit Films for Student Media Festival]]></title>

             <description><![CDATA[<p>LOS ANGELES &ndash; With just days before the Jan. 16 deadline to submit films for the 3rd annual Los Angeles Student Media Festival, Councilmember Paul Krekorian called on students to finalize projects to ensure they are able to participate in the only film festival solely for Los Angeles County high school students</p>
<p>The LASMF is looking for original pieces created by high school students that do not exceed seven minutes in length. Student work in the animation, comedy, commercial, drama or documentary / PSA category may be submitted. The deadline for submissions is Jan. 16 and the festival is slated for March 30, at the El Portal Theatre in the NoHo Arts District.<br>&nbsp;<br>&ldquo;This is an amazing opportunity for all high school students in Southern California who&rsquo;ve dreamed of seeing their name in lights,&rdquo; said Councilmember Paul Krekorian, who created the festival. &ldquo;Any student with a creative vision and a camera is encouraged to participate and compete with student filmmakers from every part of Los Angeles County for great prizes and a chance to show off your talents in the movie making capital of the world.&rdquo;<br>&nbsp;<br>This year, the festival will offer each of its winning films a $500 scholarship sponsored by the Jack Oakie and Victoria Horne Oakie Charitable Foundation. The film that is chosen for the &ldquo;Best of Show&rdquo; award will receive an additional $500 scholarship. Winning filmmakers will also be treated to a special lunch hosted in their honor at CBS Studio Center with Studio President Michael L. Klausman.<br>&nbsp;<br>Winning students will also receive an official commemoration from the city of Los Angeles for their work.<br>&nbsp;<br>Last year, the LASMF received nearly 300 submission with the final 32 works screened at the historic El Portal Theatre at which the winners were announced.              <title><![CDATA[Krekorian, Community Break Ground on All-Inclusive Park]]></title>

             <description><![CDATA[<p>LOS ANGELES &ndash;Councilmember Paul Krekorian, city officials, members of the nonprofit group Shane&rsquo;s Inspiration and First 5 L.A broke ground today on a new playground for children of all abilities in North Hollywood.</p>
<p>When completed, the playground at Jamie Beth Slavin Memorial Park, named for a 16-year-old girl who in 1983 succumbed to the fatal disease Reye&rsquo;s syndrome, will include play equipment specially designed to address childhood obesity and other portions for children living with disabilities.<br>&nbsp;<br>&ldquo;I am so proud to once again break ground on another inclusive playground in the San Fernando Valley,&rdquo; Councilmember Paul Krekorian said. &ldquo;All children, regardless of differences in their or their family&rsquo;s abilities, must be given the chance to play outside and enjoy park facilities. Jamie Beth Slavin Playground will ensure that all children in North Hollywood who want to swing, slide and play have the opportunity to do so. My thanks to Shane&rsquo;s Inspiration and First 5 LA for&nbsp; working to make this a reality, and to the entire community for working so hard to lift a shovel and help us kick start this project.&rdquo;<br>
</p>
<p>Earlier this year, Shane&rsquo;s Inspiration was awarded a $12 million First 5 L.A. Tot Parks &amp; Trails Grant to develop five inclusive playgrounds in Los Angeles County, including one to be located within Jamie Beth Slavin Park. The playground is slated for completion in spring 2013 and is one of three Shane's Inspiration parks scheduled to be built in Council District 2 next year.</p>

             <title><![CDATA[Job Creation, Economic Stimulus Project Approved By Council]]></title>

             <description><![CDATA[LOS ANGELES - A plan that is projected to create tens of thousands of jobs and provide $1.6 billion to the local economy was unanimously approved by the Los Angeles City Council today. The NBCUniversal Evolution Plan includes office space for media outlets, an expansion of Universal Studios' back lot and theme park, and two 500-room hotels. The plan was significantly pared down since originally proposed, when it featured 3,000 housing units that would have caused horrendous and unmitigatable traffic impacts on surrounding communities. That plan changed in the face of strong opposition from residents, and all of the housing units have now been removed from the project.    <br>

<font color="#000000">&ldquo;Over the last three years, the Mayor and the Council, in partnership with the City&rsquo;s workforce, have worked hard to create structural budget solutions that put Los Angeles back on a path toward fiscal sustainability. These efforts have been difficult and have resulted in great sacrifice by our City&rsquo;s residents and its employees. The steps we&rsquo;ve taken so far have produced results - we&rsquo;ve increased our Reserve Fund to its highest level in a decade, we&rsquo;ve significantly reduced the size of our workforce, we&rsquo;ve implemented cost-saving efficiencies, and we have succeeded in reducing next year&rsquo;s projected deficit from more than $1.1 billion to about $200 million. That is remarkable progress, but of course our work is far from finished.&nbsp;</font>

             <description><![CDATA[<p>LOS ANGELES &ndash; Councilmember Paul Krekorian, chairman of the city&rsquo;s Budget and Finance Committee and one of the earliest skeptics of a proposed plan to build a new stadium in Downtown Los Angeles, released the following statement on the potential sale of AEG:</p>
<p>&ldquo;Reports that Anschutz Entertainment Group (AEG) may be sold have validated my insistence that the city slow down the express train of stadium enthusiasm and require ironclad financial safety measures to protect taxpayers. At my urging, fortunately, those protections are now included in the proposal, and the City will not be left holding the bag regardless of any changes in AEG&rsquo;s ownership or financial condition.</p>
<p>&ldquo;I will continue to press aggressively, as I have throughout this process, to get real answers about the long-term consequences of this proposal in terms of traffic, air quality and many other environmental impacts, and to also ensure that the public has the greatest opportunity possible to consider the issues and weigh in. If those concerns are not adequately met, I will not support this project.&rdquo;<br>

Sadly, two died as a result of their heroism. Councilmember Paul Krekorian announced today that the community of Valley Village will join together to assist the Good Samaritans who risked – and in two cases lost – their lives helping.<br>
<br>
“No one who puts themselves in harms way should have to struggle to pay the bills that accrue as a result of their altruism,” Councilmember Krekorian said. “This community is tremendously appreciative of the efforts and sacrifices of these Angelenos who came to the assistance of a stranger, and I’m proud to join with them in showing our support with financial assistance.”<br>

             <title><![CDATA[Zine & Krekorian Call for Independent Review of Property Reassessments]]></title>

<p>LOS ANGELES, May 22, 2012 &ndash; At today&rsquo;s meeting of the Los Angeles City Council, Councilmembers Dennis P. Zine and Paul Krekorian <a href="ssLINK/LACITYP_020459"><font color="#0000ff">introduced a Resolution</font></a> urging the County of Los Angeles to conduct an independent review of all properties within the County that received a property reassessment that reduced the value by at least 20% since December 2010.</p>
<p>In light of the ongoing District Attorney&rsquo;s investigation and serious allegations about favorable treatment given to certain property owners, the Councilmembers called for a review of all properties that were reassessed from December of 2010 (when John Noguez took office) that were appraised downwards by 20% or more. It has been reported that prosecutors are looking at more than 100 properties to see if their assessed values were improperly reduced since the current Los Angeles County Assessor was elected.</p>
<p>The City of Los Angeles receives $0.30 cents of every $1.00 that is collected from the 1% of assessed value on properties in the City. In the City&rsquo;s 2011-12 Fiscal Year Budget, 20.9% of the General Fund revenue came from Property Tax, by far the largest single source of general fund revenue for the City.</p>
<p>Additionally, Councilman Zine called for Assessor Noguez to temporarily vacate the office pending the outcome of the investigation.</p>
<p>&ldquo;Honesty, transparency, integrity, and trust need to be restored to the Office of the County Assessor,&ldquo; said Councilman Dennis P. Zine, Chair of the Audits &amp; Governmental Efficiency Committee. &ldquo;I have some serious concerns about the potential funds that the City may have been cheated out of if these accusations turn out to be true. These funds could have gone to support critical functions of this City. Our concerns need to be laid to rest by having an independent review of the properties in question.&rdquo;</p>
<p>"Yesterday, we finished putting together an extraordinarily difficult budget that requires more cutbacks in city services and more hardship for the citizens of Los Angeles and the city workforce that serves them," said Councilmember Paul Krekorian, Chairman of the Budget &amp; Finance Committee. "At a time when all local governments are facing challenges to maintain public safety and other core services, we cannot afford to allow even a penny of tax revenues to be improperly uncollected. The pending investigations surrounding the County Assessor's office raise serious questions about whether the people of Los Angeles have been cheated out of revenues to which they're entitled. Only a truly independent review can resolve those questions and ensure that taxpayers who play by the rules and comply with the law receive fair and equitable treatment."&nbsp;</p>

             <title><![CDATA[Krekorian, City Officials and Community Break Ground on New Pocket Park]]></title>

             <description><![CDATA[<p>LOS ANGELES &ndash; Councilmember Paul Krekorian, with officials from the Department of Water and Power and Recreation and Parks, along with community leaders, broke ground on a new pocket park in North Hollywood Thursday.</p>
<p>The groundbreaking heralded the transformation of a dusty DWP water yard into a new slice of green space that will feature benches, playground equipment, and more at the corner of Fulton Street and Vanowen Avenue in North Hollywood. It is slated to open later this year.</p>
<p>&ldquo;Generations of children and their families will benefit from the steps we're taking today to transform a dusty yard into what will be a thriving and much needed mini park,&rdquo; Councilmember Paul Krekorian said. &ldquo;Through an extraordinary partnership between the city and the neighborhood, we worked together to help realize our collective vision of revitalizing this area as we continue to improve quality of life in the San Fernando Valley.&rdquo;&nbsp;</p>
<p>"We are excited to be part of this project which will increase park land in the area,&rdquo; said Jon Kirk Mukri, General Manager of the Department Recreation and Parks. &ldquo;Not only will we be adding green space, but continuing with our efforts to improve water conservation through the installment of a smart irrigation system."</p>
<p>"It is no small feat for a new park to be opened in our crowded, land starved city,&rdquo; said Judy Price, immediate past president of the Valley Glen Neighborhood Association. &ldquo;We currently have only one full park and two mini-parks within our community. Thanks to Councilmember Paul Krekorian's extraordinary efforts, we will now have another park sorely needed by the children living in the area. This is a very happy day for our children."</p>
<p>The entire intersection of Fulton Street and Vanowen Avenue has undergone a stark transformation, revitalizing the region and introducing a stream of developments that have dramatically improved the community. Near the southeast corner, new landscaping, benches and fencing along the Tujunga Wash invite residents to explore urban trails. Across the street, a relatively new &ldquo;Welcome to Valley Glen&rdquo; sign and new landscaping greets residents and drivers while county workers continue making a stream of improvements on the northeast corner.&nbsp;&nbsp;&nbsp;</p>

<p>&ldquo;With the release of the Mayor&rsquo;s 2012-13 budget, I will convene a series of hearings of the Budget &amp; Finance Committee,&rdquo; said Councilmember Paul Krekorian. &ldquo;During two and a half weeks of daily meetings, we will hear from each city department, the public and others to shape a leaner, stronger Los Angeles.</p>
<p>&ldquo;Since 2008, this city has been forced to deal with the worst recession in our lifetime, which has resulted in significant deficits every year. At the same time, the city has struggled to address a structural deficit that has caused a reduction in the services on which our residents depend. It cannot be acceptable to any Angeleno to continue a seemingly endless process of delaying hard choices and slowly bleeding city services away.&rdquo;&nbsp;</p>
<p>&ldquo;Our budget must reflect our city&rsquo;s values, and our commitment to public safety and core services, yet it must also be based on a long term strategic vision based on efficiency, effectiveness and sustainability. Our collective success in formulating such a budget will determine the future of Los Angeles and whether we will have a city that does not merely remain solvent, but is set on an enduring path to growth.&rdquo;</p>

<strong>Antoinette Mendoza</strong> and <strong>Angela Armenta</strong> completed the momentous occasion as team members of ARC, an organization that helps individuals with developmental disabilities, making history by crossing the finish line in 7 hours and 39 minutes and 12 hours and 30 minutes, respectively.&nbsp;</p>
<p>&ldquo;Antoinette Mendoza and Angela Armenta are shining examples of the best our community has to offer and I was so proud to honor their achievement today,&rdquo; Councilmember Paul Krekorian said. &ldquo;Antionette&rsquo;s and Armenta&rsquo;s drive to succeed should serve as an inspiration to us all and proves that nothing is impossible if you set your mind to it.&rdquo;</p>

<p>LOS ANGELES &ndash; The Los Angeles City Council today unanimously approved a resolution authored by Councilmember Paul Krekorian in support of Assembly Bill 1648, the California Disclose Act. The legislation, from Assemblymember Julia Brownley, is a bipartisan bill that would curtail an unprecedented level of secrecy that now pervades political spending on campaigns.&nbsp;</p>
<p>"Anonymous corporate spending on political campaigns has dragged down our political system, depriving Californians of their right to know basic facts about those looking to shape our state&rsquo;s policies,&rdquo; Councilmember Paul Krekorian said. &ldquo;The California Disclose Act is an obvious step in the right direction for the public to take control of elections and really understand who is attempting to influence us in our political decision making.&rdquo;</p>
<p>As a California State Legislator, then-Assemblymember Krekorian introduced two bills to increase the state&rsquo;s disclosure requirements, including legislation that would have made it harder for special interests to hide behind deceptively named campaign committees.</p>
<p>If approved, the California Disclose Act would, among other things, require the three largest funders of political advertisements to be clearly identified with their names and logos on the ad &ndash; whether it be television, radio, print, mailers or on a website.&nbsp;</p>
<p>"AB 1648 is a far-reaching effort to lift the veil on the hidden Big Money political campaign spenders in California," said Trent Lange, President of the California Clean Money Campaign, the sponsor of the California Disclose Act. "The endorsement of Los Angeles, the largest city in California, greatly adds to the movement of over 200 organizations and leaders who have endorsed AB 1648 in a call for true transparency in political advertising."</p>
<p>Upon the signature of the Mayor, the resolution will be added to the official list of AB 1648 supporters as the legislation makes its way through the Legislature.</p>

<p>LOS ANGELES &ndash; More than two dozen films from schools and programs from throughout Los Angeles County were selected as finalists for the second annual Los Angeles Student Media Festival. Thirty-two short films from 17 schools/programs will be screened at the March 10 festival at the El Portal Theatre in the NoHo Arts District, where the winners will be announced. Free tickets are available at <a href="http://lasmf.lacity.org/Tickets/index.htm" target="_blank"><font color="#0000ff">lasmf.lacity.org/tickets.</font></a>
<br>&nbsp;<br>Last year, during its inaugural run, the LASMF received about 100 submissions from schools all over the city of Los Angeles. This year, the festival sought submissions from throughout Los Angeles County, collecting about 275 short films. The finalists include 18 films from schools within city limits and others from Burbank, Glendale, La Crescenta, Rosemead and Santa Monica. <br>LOS ANGELES &ndash; The Supreme Court of the United States today struck down a California law written by then-Assemblymember Paul Krekorian that banned the introduction of sick or downed cows into the state&rsquo;s food supply.</p>
<blockquote dir="ltr" style="MARGIN-RIGHT: 0px">
			
<p>&ldquo;I wrote the Safe Food Law (AB 2098) after horrific evidence surfaced about the abuse of &lsquo;downer&rsquo; cows in one of the nation&rsquo;s largest slaughterhouses,&rdquo; Councilmember Paul Krekorian said. &ldquo;Meat from those abused cows, some too sick to even stand up, were served on lunch counters and in markets throughout California, leading to the largest beef recall in U.S. history. My legislation guaranteed the strongest protection of meat safety and animal welfare anywhere in America.</p>
			
<p>&ldquo;The Supreme Court&rsquo;s action to strike down California&rsquo;s law deprives all states of the ability to protect their citizens from meat unfit to be served. Shockingly, by the Supreme Court&rsquo;s own calculation, as many as 1 million sick pigs could now be slaughtered for food. I think that most Americans would agree that any animal too sick to walk, is too sick to be eaten.</p>
			
<p>&ldquo;The federal government now clearly bears the burden to enact stricter regulations to fully protect our citizens and to protect farm animals from inhumane treatment prior to slaughter. I will be calling upon President Obama to now lead the way in protecting animals, people and our food supply."</p>
</blockquote>
<p dir="ltr" style="MARGIN-RIGHT: 0px">Bradley Miller, national director of the Humane Farming Association, said that while there is disappointment, there is also room for optimism:</p>

<font color="#000000">&ldquo;The State Supreme Court ruling that will abolish the CRA has raised understandable public concern about potential impacts in the redevelopment areas in the East Valley and elsewhere. Examining these impacts has been of paramount concern to me, especially regarding Valley Plaza in North Hollywood. I&rsquo;ve never wavered from my longstanding commitment to economically revitalize Valley Plaza and the surrounding area, which has been ignored for too long, and I never will. Fortunately, it appears that the status of the CRA will have virtually no impact on the plans that are under consideration for the creation of an exciting new development at Valley Plaza.</font>
</p>
			
<p>
<font color="#000000">&ldquo;Today, the Council voted against the City becoming the successor agency to the CRA to take over its operations as it winds down. It was clear to me that the risks associated with doing so far outweigh the benefits. I cannot in good conscience support any move by the city that could further jeopardize its financial standing by assuming a level of unacceptable risk.</font>

             <title><![CDATA[LADWP Project to Reduce Coldwater Canyon to One Lane of Traffic]]></title>

<p>LOS ANGELES &mdash; As part of construction on a major trunk line replacement project, LADWP crews will temporarily reduce Coldwater Canyon Avenue to one lane of traffic in an area just south of Ventura Boulevard, beginning on December 19 and lasting until approximately December 30. During the hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, flaggers will be on-site to coordinate traffic along Coldwater Canyon Avenue, between Van Noord Avenue and Hacienda Drive, allowing one direction of traffic to pass at a time.&nbsp; Each day, after work is completed, LADWP crews will restore Coldwater Canyon Avenue to two lanes of traffic with a single lane in each direction.</p>
<p>Drivers should expect significant delays due to the reduced traffic flow and are strongly encouraged to take alternate routes. In an effort to minimize traffic impacts, LADWP has scheduled the lane reduction to coincide with the reduced traffic flows during Harvard Westlake Upper School&rsquo;s winter break schedule.</p>
<p>Informational signage has been posted along Coldwater Canyon Avenue for two weeks alerting drivers and area residents of this upcoming lane reduction. In addition, outreach has been done to inform area residents and project stakeholders of the project&rsquo;s progress and construction impacts through monthly e-mail updates.</p>
<p>During this period of construction, Halkirk Street will remain closed to through traffic at Coldwater Canyon Avenue. Halkirk Street will be accessible to residents from Alcove Avenue, Goodland Avenue and Goodland Place. Harvard Westlake Upper School&rsquo;s driveway on Coldwater Canyon Avenue will remain accessible to campus visitors during the winter break.</p>
<p>The construction along Coldwater Canyon Avenue is part of the City Trunk Line South &ndash; Unit 5 (CTLS-5) Project, which will replace an aging trunk line built in 1914. The new trunk line, consisting of 54-inch and 60-inch diameter pipe and approximately 1.3 miles in length, will improve the reliability and flexibility of LADWP&rsquo;s water distribution system.</p>
<p>LADWP&rsquo;s water system includes approximately 500 miles of trunk lines, which are large-diameter pipes that allow large amounts of water to be transported from one area of the city to another as needed. Construction on CTLS-5 began in June 2011 and is expected to be completed in May 2015.&nbsp; Trunk lines are in addition to the over 7,000 miles of water mainline and other pipes that run under the city and provide water 24/7 to Los Angeles.</p>

<p>LOS ANGELES &ndash;Councilmember Paul Krekorian, vice-chairman of the Energy &amp; Environment Committee, introduced a motion today that asks the L.A. Department of Water and Power to improve its communications strategies and outreach methods to customers, particularly in weather-related emergencies.</p>
<p>Last week, thousands of Angelenos lost power after an historic wind storm ripped through the city, felling trees, downing power lines and knocking out generators.</p>
<p>&ldquo;For the most part, the city&rsquo;s response to the weather emergency has been orderly, swift and appropriate,&rdquo; Councilmember Krekorian wrote in his motion. &ldquo;Although the damages caused by the weather event were significant, the storm provides an opportunity to evaluate the city&rsquo;s emergency response performance and find ways to improve, before a more significant crisis occurs, and ensure residents are kept informed.&rdquo;</p>
<p>Particularly, the councilman called on the DWP to evaluate and improve its emergency information distribution practices and options to improve its outreach to customers who may be without power and/or internet access. He also asked the utility to report on an array of options it can implement to better estimate times it may take for repairs to the power system after widespread outage events.</p>
<p>The motion now heads to the Energy &amp; Environment Committee.</p>

<p>LOS ANGELES &ndash; The City Council today approved a long-awaited historic transfer of nearly 280 acres of open space from the Angeles National Golf Club to the Mountains Recreation and Conservation Authority (MRCA), elating the community that has worked for 15 years to ensure completion of the arrangement.</p>
<p>The 277.5 acres adjacent to the golf course stretch well into the Angeles National Forest and will now be preserved as recreational open space and protected from future development. In addition to the transfer of land, owners of the golf club will spend $42,000 annually for 25 years for trail maintenance, $15,000 for the MCRA to develop signage for the area and $250,000 to create and maintain equestrian trails in the Foothills.</p>
<p>&ldquo;The area surrounding this golf course is among the most scenic open space in all of Los Angeles, and it was imperative to protect it from development,&rdquo; said Councilmember Paul Krekorian, chairman of the Arts, Parks &amp; Neighborhoods Committee. &ldquo;Today, I am thrilled that a 15-year journey has finally come to a successful conclusion thanks to the persistent efforts of so many in the community, the MRCA and Angeles National, and I am very proud that my office has pushed hard to get this done. <p>LOS ANGELES &ndash; During a special meeting on Wednesday November, 30 at 3 p.m., the Arts, Parks, &amp; Neighborhoods committee will hear the City Attorney&rsquo;s draft ordinance to delay neighborhood council elections until 2014 and automatically extend the terms of neighborhood council board members to 2014. In response, Councilmember Paul Krekorian, chairman of the committee, released the following statement:<br>
<br>&ldquo;I oppose this draft ordinance because it is clearly contrary to the spirit of democracy that our neighborhood councils represent. When he was in the Assembly, Paul introduced and passed a bill that banned the slaughter of animals too sick or hurt to stand. That law is now the subject of a Supreme Court case.</p>

             <title><![CDATA[Studio City Water Main Rupture Update]]></title>

<strong>[Nov. 9: 4 p.m.: The DWP now reports that all lanes on Ventura Boulevard&nbsp;have been restored and the area where the water main burst has a patch of temporary asphalt. The repaving of the ruptured zone&nbsp;will take place within three to four weeks.]<br>
<br>[Nov. 8: 10:20 a.m.:&nbsp;Two lanes on Ventura, one lane in each direction,&nbsp;are now open to traffic. The full stretch between Whitsett and Coldwater may open tonight.]<br>

<br>Just after 8 p.m. Monday night, a 12&rdquo; cast iron water main ruptured at <a href="http://g.co/maps/mkz7n" target="_blank"><font color="#0000ff">12555 Ventura Blvd., near Whitsett and Coldwater Canyon avenues</font></a>. About 90 commercial customers were affected and the Department of Water and Power shut off the pipes to staunch the flow. At this point, the DWP is reporting that there is &ldquo;major roadway damage&rdquo; and&nbsp;Ventura Boulevard remains closed in both directions between Coldwater Canyon and Whitset.&nbsp;&nbsp;</p>
<p>Crews are on scene, as they have been through the night, to control traffic and begin repairs. Currently, there is no time estimate as to when the repairs will be complete. When that information becomes available, we will let you know.</p>
<p>Finally, the DWP is reporting that there is &ldquo;no property damage or injuries reported and no boil-water notice needed.&rdquo; That said,&nbsp;DWP claims personnel are on -site to talk with residents or business owners&nbsp;may have claims or questions. Customers may also contact LADWP Claims Division by phone at (213) 367-4600 or by emailing <a href="mailto:ccenter@ladwp.com" target="_blank"><font color="#0000ff">ccenter@ladwp.com</font></a>.</p>
<p>At this point, 74 residential customers and 21 commercial customers are without water service.</p>

<p>LOS ANGELES &ndash; Councilmember Paul Krekorian kicked off his annual&nbsp;&nbsp; Holiday Food Drive to Stamp Out Hunger today, asking residents throughout his district and the city to help those in need.&nbsp;</p>
<p>"Each year, hundreds of thousands of Angelenos go hungry, including far too many in the San Fernando Valley," Councilmember Krekorian said. "I was elated at our community&rsquo;s generosity last year, but the problem of hunger unfortunately persists. Once again, all of us need to donate what we can to help ease the pain of our less fortunate neighbors throughout the Valley."</p>
<p>Last year, through the combined efforts of many in the community, the office of Councilmember Krekorian collected 1,086 pounds of donations, which included contributions small and large from throughout Los Angeles County.</p>
<p>Donations of non-perishable goods, including unexpired canned goods or boxed foods, will benefit the Sunland-Tujunga Temporary Aid Center and the North Hollywood Interfaith Pantry and are now being accepted at any one of Councilmember Krekorian&rsquo;s three offices in City Hall (200 N. Spring St., Room 435), North Hollywood (6350 Laurel Canyon Blvd.) or Sunland-Tujunga (7747 Foothill Blvd.).</p>

             <title><![CDATA[Street Resurfacing in Valley Glen]]></title>

             <description><![CDATA[<p>Councilmember Paul Krekorian joined city crews to help apply slurry seal to a Valley Glen neighborhood long in need of street improvements. The crews headed to the intersection of Erwin Street and Laurelgrove Avenue to smooth over the rough streets.</p>
<p>While this project was part of the regular effort by city crews to fix streets, recently, the Office of Councilmember Paul Krekorian did allocated $250,000 in discretionary funds for much needed services exclusively in the Second Council District. These services, mostly completed on the weekends, include grinding down stumps in the public right of way, trimming boulevards with large overgrown trees, patrolling areas known for frequent illegal dumping, using asphalt crews to repair damaged streets and sidewalk gaps, and sweeping neglected streets.</p>

Now, by popular demand, the LASMF is open to all students who live or attend school in the county of Los Angeles. The festival will take place at the historic El Portal Theatre in the NoHo Arts District.</p>

             <description><![CDATA[<p>LOS ANGELES - Mayor Antonio Villaraigosa signed an ordinance today that should help local businesses win city contracts for jobs worth more than $150,000.</p>
<p>The "local preference" ordinance, sponsored by City Councilmen Paul Krekorian and Bernard Parks, shaves 8 percent off the bottom line on bids for city contracts tendered by Los Angeles County-based companies.</p>
<p>"It's just unconscionable that, when this city spends billions of dollars on purchasing goods and contract services, that we treat a business in North Dakota precisely the same way we treat a business in North Hollywood," Councilmember Krekorian said.<br>
