Transportation, Chair
The Transportation Committee oversees the city's Department
of Transportation, and reviews policies established by the Los Angeles
County Metropolitan Transportation Authority.
It's oversight includes public transportation; school crossings;
traffic; parking enforcement and control; taxicabs; utility franchises
except those for cable television; off-street parking facilities except
by the City Mall; radio communication systems; traffic signalization and
control; transportation franchises; and expenditure of funds from the
Proposition A Local Transit Assistance Fund and the Proposition C Anti-Gridlock
Transit Assistance Fund.
Budget and Finance, Vice-Chair
The Budget Committee oversees the budgets of all city departments
including the City Administrative Office, Controller, except audits, Treasurer,
Office of Finance, Department of Fire and Police Pensions, Los Angeles
City Employees' Retirement System. The committee focuses on the City Budget
in its entirety; expenditure of City funds; levying of taxes and fees;
receipt of City funds; City Attorney liability report; refunds; claims;
approval of City bond issues and other financing mechanisms which have
a direct impact on the City's General Fund, including selection of bond
counsel and financial consultants. The committee also reviews or concurrently
reviews some of these matters for the Airport, Harbor, Water and Power,
and Housing departments, and the Community Redevelopment Agency, joint
powers agencies, or other entities that are elsewhere assigned.
Audits and Government Efficiency, Member
The Audits and Government Efficiency Committee oversees
management audits, financial audits, operational audits, and any single
audit of grants or other funds that are required by other levels of government;
productivity; privatization; and all matters related to the City’s
policies on discriminatory practices; Minority Business Enterprises (MBE);
Women Business Enterprises (WBE); and Small Business Enterprises (SBE);
and intergovernmental relations on all matters in the purview of this
committee.
The committee also oversees the Controller’s Audit
function, City Administrative Office and City Attorney, except functions
of those offices otherwise assigned, Bureau of Contract Administration,
and the Quality and Productivity Commission.
Energy and Environment, Member
The Energy and Environment Committee oversees the following
functions at the Department of Water and Power (DWP), including but not
limited to fees, rates, property, leases, tariffs, contracts, and required
or requested audits of DWP.
The Energy and Environment Committee reviews policies and
refers action on the Bureau of Sanitation, Department of Environmental
Affairs, Environmental Affairs Commission, South Coast Air Quality Management
District, State Solid Waste Management Board, and State Water Quality
Control Board.
The committee focuses on recycling, sanitation systems,
for solid, liquid, hazardous, and toxic waste and for all matters directly
related to those matters, including siting, sewers, air quality, water
quality, overall review of environmental impact reports or statements,
and all matters relating to the Environmental, and Sewer Construction
and Maintenance Trust Funds, including the review or concurrent review
of the use of bonds or other financing mechanism involving these funds.
Additionally, it reviews issues pertaining to energy; water supply and
conservation; expenditure of funds from the Proposition O Clean Water,
Ocean, River, Beach, and the Bay Storm Water Cleanup Fund.
Ad Hoc Committee on Business Tax Reform, Chair
The Ad Hoc Committee on Business Tax Reform was created
in March of 2003 and oversees and evaluates all recommendations coming
from the citizen-led Business Tax Advisory Committee (BTAC). All Council
motions pertaining to the City’s business tax system are heard by
this Committee.
